This painting Tower of Babel was by Abel Grimmer (1570-1619), one of the European 'Babel' school of painters who were so fascinated by the Babel myth.
There seem to be an equal number of reversed versions of this painting online - ie with the pillar on the left (thanks to Joop Willebrandts for pointing this out). The painting is now in a private collection, but the copyright on the image is held by Bridgeman - who have the painting this way round.
The following painting of the Tower of Babel is also ascribed to Abel Grimmer.
